| Description |
| Analyze and study complex system requirements. Design software tools and subsystems to support software reuse and domain analyses and manage their implementation. Translates detailed design into computer software. Implement Cots packages. Test, debug, and refine the computer software to produce the required product. Prepare required documentation, including both program-level and user level documentation. Enhance software to reduce operating time or improve efficiency. Provide technical guidance in software engineering techniques and automated support tools. Provide technical direction to programmers to ensure program deadlines are met. Specialized Qualifications: Experience managing or performing software engineering activities, demonstrated experience working with SQL, and third/fourth generation languages in the design and implementation of systems and using database management systems. Demonstrate increasing responsibilities in software engineering activities. , Have a strong understanding of the existing Agency IT infrastructure, familiarity with the Agency's Enterprise Technical Architecture (ETA), knowledge of the CIA Program Management Process, and knowledge of the Approved Products List (APL) and Approved Software Products Baseline. Summary of on-site duties: Provide application development support with a specific emphasis on developing new web services and components. Will perform analysis, design, development and testing of new web services using agile and test driven development methodologies. Will work in partnership with an integrated team of staff and contractors. Will be required to develop detailed design and associated deliverables. Will be required to develop complex external system interfaces, and to assess impact of technical changes to existing interfaces. Will be required to develop sound application software with few to no defects. Must be able to translate customer and system requirements into design. Must be able to design new system interfaces. Will participate in all phases of the project life cycle and integration engineering and testing with other corporate systems and components. Will be required to develop custom code, to perform troubleshooting on existing code and may be required to integrate commercial off the shelf tools and technologies. Will be required to provide appropriate documentation, conduct and participate in peer reviews, and perform formal unit testing, and some level of integration testing. Will be required to serve as a technical mentor to other application developers. Will be required to support off-hours deliveries/troubleshooting on occasions. MANDATORY SKILLS: BS or MS degree in Computer Science, Computer Information Systems or experience that would provide equivalent knowledge, Minimum 5-7 years of application development/software engineer experience, Minimum of 3-5 years experience in developing web-based applications using Java, J2EE, JSP, technologies, including EJBs and Web Services, Minimum 3-5 years of experience with developing user interfaces
Minimum 2-3 years using agile and test driven development, Prior experience serving as a technical lead responsible for allocating and monitoring work and for interfacing with other members of a program office such as testers, system integrators, database administrators, help desk personnel, etc. Experience developing and deploying EJBs, web services, Proven experience providing development support to enterprise class applications with multiple system interfaces, Ability to translate user requirements into technical designs, Ability to work in team environment including an integrated team of staff and contractors, Excellent ability to troubleshoot by various methods inclusive of reading system logs, Ability to work outside of prime time business hours to support emergency production issues and routine system deployments, Ability to juggle competing priorities, Strong oral and written communication skills
Working Knowledge of Unix/Solaris operating system, Knowledge of RDBMS (Oracle preferred), Experience with tools such as CVS, Eclipse, Jira and wikis and blogs, Experience with tools such as Spring, Hibernate and JUnit. |
